If part of the body is lower than the rest of the body (for example, an arm hanging from a bed), the arm to fingertips would also have a higher collection of blood. But, because the heart is no longer pumping, the blood changes into a more congealed form.
After death, the heart stops pumping blood and the blood coagulates, preventing it from flowing out of the body. The lack of circulation and pressure means that blood does not flow like it would in a living person.
