The warm water at the top of the ocean sinks towards the bottom where it is very, very cold... but not freezing cold. If ice could exist in the abyss, it already would... all those icebergs and things would have sunk to the bottom of the ocean if water applied to the same rule as most other substances (becoming more dense when it hits its freezing point). So, more or less, if it could freeze there it would all float to the top.
