Swimming with clothes on is MASSIVELY physically harder. Not only do bulky clothes fill with water and drag you down, they increase surface area and therefore resistance- you have to push more water in front of you to move forward.
From a hygiene perspective, clothes might be more likely to contaminate the pool in some way, which is mostly avoided in pools requesting swimmers shower before entering the pool (though itd have to be a pretty nasty something for the chlorine to not kill it, better not to put anything in there in the first place).
