"Depends" is a brand name for certain products that collect urine, especially during urinary incontinence. Although often thought of as a an adult "diaper", incontinence pads and undergarments are more like pads worn within the underwear or as a replacement for regular underwear. The material has an absorbent inner core (usually blue color) that wicks wetness away from the body. However, an adult bladder holds more than most "absorbent" materials so you should change the product whenever it has become wet so that another incident does not result in embarrassing leakage. It also helps if you can go to the toilet on a regular schedule (every 2-3 hours) to promote bladder emptying and thus reduce the amount of urine that will be voided during an incontinent episode. Another brand is Prevail. Some women simply use the pads that are for the menstrual cycle instead of purchasing "bladder control" products. None of these products keep the skin/genitals totally dry unless the product is frequently changed and changed after each episode.

Clean and powder at least once a day, morning and night would be better and in a few days you should be alright. Keep using powder and keep them as dry as possible.

Do not pop the blister! It is a natural part of healing after you've injured the site. Keep it dry & cover it w/ a bandage. If it pops on it's own--keep it dry as possible, wash w/ soap & water. Dry w/ a clean towel & use antibacterial ointment. Keep it covered in the bandaid--but also let it "dry" out for awhile after showering & then reapply the bandage & ointment. Really depends on if it is a burn or shoe rubbing...
