Switchblade knives (including butterfly knives, or balisongs) are LEGAL in Texas as of September 1, 2013. House Bill 1862, which was passed during the regular session of the 83rd Texas Legislature and signed by Governor Rick Perry, struck the previous ban on switchblades (Texas Penal Code Section 46.05[a][5]) from the law.
As of September 1, 2015, Texas state law (Texas Local Government Code Section 229.001) also preempts municipalities and counties from creating or enforcing knife ordinances that are more restrictive than state law. House Bill 905, which was passed during the regular session of the 84th Texas Legislature and signed into law by Governor Greg Abbott, added knives to the list of weapons (a list that already included firearms, air guns, and explosives) that municipalities and counties cannot regulate. With the exception of federal properties, switchblades are now legal throughout Texas.
Butterfly knives, also known as balisongs, are not illegal in Texas. However, it is illegal to carry them with intent to harm. You can also go the safe route and get a balisong trainer--they are legal everywhere.
Yes, it is illegal to ship butterfly knives to California. Butterfly knives are considered switchblade knives, which are prohibited in the state. Shipping them to California would be in violation of state laws.

Yes, Butterfly knives are illegal in Ohio. You do not have to touch the blade to open it, which is one of the factors. Most butterfly knives are over 4" also, which is another factor. Butterfly knives are often used as weapons, you don't see a carpenter using a butterfly knife to do his work, he would use something with better grip, etc...
