Handguns must be shipped by a common carrier, such as UPS or FedEx unless you are licensed as a firearms dealer or manufacturer (they can use US mail). If you are transferring OWNERSHIP of a firearm across a state line, THEN a Federal Firearms License holder is required. Shipment outside of the US is another legal matter entirely. you MUST declare a firearm to the shipper, whether Post Office or Common Carrier. NOTE- writer is a FFL holder.
