Kevlar is a tightly woven fabric designded to slow the speed of a bullet, the idea behind this being that if the bullet is traveling slower then it will cause less damage. Early flak jackets consisted of a jacket with metal plate(s) inside the jacket. The plates were known as ballistic plates. These early jackets were fairly ineffective because they took the force of the bullet and transfered the force to the balistic plates which would conviently slam into your ribs while someone is shooting at you. This would easily knock the wind out of you, more times then not, brake one or more ribs, and not all the times work. When kelvar was invented its lighter weight was utalized in flak jackets and they became much more efective. So in answer to the question,early jackets with balistic plates were more effective then kevlar, because it wasn't invented at the time, but when it was it ws used in jackets so it's essentially the same thing.
