I'm not sure how the system of purchasing a pistol in Florida works, but converting a rifle into something which the BATFE would class as a pistol without being able to legally own a pistol would be illegal, not just in Florida, but in the entire US. Now bear in mind that, to be classed as a pistol, it would have to have just the pistol grip, and no buttstock. If it's a combination of pistol grip and buttstock, it's still considered a rifle, and is still legal, so long as the rifle is still compliant with state laws. Some states (New York, New Jersey, California, Connecticut, Cook County Illinois) still have so-called assault weapons bans in effect.

A pistol permit is NOT required to replace the stock on a rifle with a pistol-grip stock. Pistol permits don't even factor in. The only thing one needs to be aware of is at the federal level, where ATF regulations (I believe it's 922r) dictate that certain imported weapons cannot be converted to have "evil" features like pistol grips UNLESS the weapon contains a certain number of US-made parts. In such cases, if you can get and install a sufficient number of US-made parts, you can then add the pistol grio, folding stock, bayonet lug, and all the other things that make liberals soil their diapers. The 50 caliber pistol is the highest pistol which can be purchased without the need for a permit. Some pistol shotguns exist which can be 75 caliber weapons.
