The H&R Handy Gun with a barrel length of less than 18 inches is classified as a "Any Other Weapon" (AOW) by the Bureau of Alcohol, Tobacco, Firearms & Explosives. To lawfully possess this firearm, it must be registered on the National Firearms Registration & Transfer Record with a $5 transfer tax. Unfortunately for you, if it was not properly registered prior to 1968, it is now illegal to possess it and the likelihood of being able to register it anytime in the future is zero to none.

As the previous contributor stated, you are subject to a stiff fine and a decade in federal prison for having it. You are also subject to similar penalties for selling it - so don't get sucked into that. Contact your local PD and advise them you have a firearm you would like to surrender and ask for instructions.
