Well, it would seem to be an SKS. Other than that, who knows? The SKS was manufactured in several countries (former USSR, East Germany, North Korea, former Yugoslavia, Albania, Romania, and the PRC). The serial number might not be a serial number at all.. it could be an arsenal or factory marking, or it could be something else. If it is a serial number, it might be an importer's serial number. Since the BATFE won't accept serial numbers with foreign characters in them (such as characters of the Mandarin or Cyrillic alphabets), importers often had to make up their own serial number.
Feel free to send photos, especially of any markings on the receiver, to me via email at burningsaviour@wikianswers.com, and I can try identifying exactly what it is you have. For photographing the markings, it's best to use no flash and a longer exposure (provided you can mount your camera on a tripod to keep it steady), so that the flash doesn't wash out the markings in the photograph.

To determine the year model of your SKS rifle, check the serial number located on the receiver or the barrel. This number is often accompanied by a factory code that can help identify the manufacturer and production year. You can also refer to specific SKS reference guides or online databases that correlate serial numbers with production dates. Additionally, examining any markings or features on the rifle can provide clues to its model and year.
