I don't know the answer to the first part of that question, but what is the best revolver depends on several things:
Do you want to use it for target practice alone? If that is the case, choose a small caliber such as a .22LR because you will spend less on ammunition.
Do you want to use it for defense? In that case, you should be concerned with stopping power which means literally the ability to stop your opponent from being a threat to you. Killing your target is only one possible outcome; the other is either temporary or permanent incapacitation. To accomplish that, the bullets that you fire must transfer as much kinetic energy to the target as possible which means a heavy bullet, moving as quickly as possible, with the ability to create an exit wound that is larger than the entry hole. In short, fire hollowpoint bullets, in .357 Magnum or .44 Magnum, through a long barrel. The latter will do a better job, but it may take more time to recover to fire a second time on target. Test fire both before you buy either, but do bear in mind that a long gun, such as a rifle or shotgun, will have much more stopping power than a handgun.
Are your hands and a revolver well matched? Some hands are large while others are small; revolvers are made in different sizes. You won't know what is best for you until you hold, grip, and fire.
Another choice that you will have to make is between a single-action or a double-action trigger. That's all about preference.
