If you want it to be exclusively a scoped rifle, the best mount would probably be the one where you actually remove the rear sight aperture, and install a base for a scout scope mount there. If you're looking to install a reflex optic, and have it cowitness with your iron sights, then your best option would be the MAK rail.
WASR is one.
For a semi auto AK variant, you're not going to do much better insofar as cost effectiveness goes than the Century Arms SAR-1. The WASR-10 rifles currently in production also have improved greatly since the WASR series was introduced.
Because you are a shitbag.
It was read from german wasr documents written during the WWII

its an ak variant made by romarm imported by century arms. chambered in 7.62x39s. Made for a single stack magazine but converted to double stack.
Germany was blamed for starting World wasr 1. They sunk the Lusitania and sent the Zimmerman telegram, which was intercepted by the United States. Hi.
There is no such thing as a cheap AK 47. However, if you are looking for an inexpensive, semi automatic version of the AK 47, the WASR will fill the bill.
Well, what's feasible for you? If you're a world traveling sort, you could probably find one at a very inexpensive price in Pakistan or a number of African countries - particularly, Somalia. If you're in the US, plan on staying in the US, and want to purchase one in the US, on the other hand, your options are a bit limited. If you find a gun shop carrying either the Saiga models or Century Arms WASR series rifles, those are going to be the least expensive ones you can find (on the topic of the WASR, I personally recommend you be willing to spend a little more for the Century Arms SAR-1, instead). Any gun shop can order them, so long as they're legal in your state, or you could check local gun shows. You may even want to look at websites such as gunbroker.com and auctionarms.com, but be mindful that there'll be shipping and receiving fees which go along with any purchases you make on those websites.
Referring to the 922r compliant semi-auto AKM clones manufactured by Century Arms? That depends on the model and when they were manufactured. The SAR-1 can go for $450 - $600, depending on specifics. The more recent production WASR-10s will run for $550 - $700, while the earlier WASR-10s were plagued with production problems, and tend to be valued less for it. A fully imported, pre-922r rifle (the Romy "G" model) can go for up to $2500.
