Would have to see how much damage was done with the reblue. If this was a restoration, instead of a reblue, the gun could still bring over $1000. If it is a typically wheel-buffed hot-salt blue - which is totally inappropriate for that gun - value is maybe $400.
There is no fixed answer because it depends on how much work the gunsmith will have to put into the job and how much he charges. The gun will have to be disassembled and prepared for blueing. You should contact a gunsmith in your area and have the job estimated. Hint: for a JC Higgins gun, the cost is probably not justified for the value of the gun.

The reblue, even if factory, destroyed any collector value. As a shooter, it's worth about 100-300 USD, depending on how good the reblue is.
If you have a good spray gun and a small compressor,that's a better way.
1. See what it sells for (and has sold for) on GunBroker and similar gun auction sites. 2. Ask in a gun forum.
the best weapon will be thunder gun, ray gun, stakeout, and more. Any one of these u can kill them 1-2 shot kill.
Find the ammunition that it shoots the best.

First, you cannot fix the damage already done but you can repair and stop the rust from doing more damage. Take a fine sandpaper or a wire wheel or steel wool and remove all the rust from the gun. After the rust is removed, reblue the gun with a solution made just for this. Ask any gunshop for the solution you need. If the damage is to the point to make the gun unsafe to use as in holes in the barrel or in the firing mechanisms, you may need to replace the effected parts.
