Your question is kind of vague. In terms of power, I'm inclined to say the .50 BMG. If you are referring to a specific round for a more generalized long range application, I would say the M118LR 7.62mm round is the standard, though many variants by other manufacturers exist. Lately there have also been newer rounds that have come out that are supposed to have inherited better ballistics than your 'typical' cartridges as well.
The 950 JDJ is not intended as an ultra-long range cartridge. There is no sniper rifle in that caliber.
The correct term is cartridge- which is the cartridge case, primer, powder, and bullet. A sniper rifle is simply an accurate, long range rifle that is used by a sniper. It may look exactly like my long range hunting rifle- since most military sniper rifles BEGAN as a civilian hunting weapon.
There is no one "best" of any firearm or cartridge. Depends on the use that it is to be put to.
.22 Long Rifle is a longer cartridge.
The Winchester .300 Magnum cartridge will fire a bullet about 5-6 MILES- but not accurately. The .300 Mag is an effective long range rifle cartridge, but effective range will depend on the individual rifle and skill of the shooter. They are frequently used in 1000 meter matches.
The most common .22 rifle cartridge is the .22 Long Rifle (that is the name- it can also be used in pistols). A loaded cartridge is just under 1 inch long (25mm, or .985 inches) It has a lead bullet that is .223 inches in diameter (5.7mm). The cartridge case with no bullet is .590 inches long (15mm) There ARE other .22 cartridges- the .22 Short is the same diameter, but shorter. The .22 Magnum is slightly fatter, and longer than the Long Rifle cartridge. The .22 Long (not Long Rifle, just Long) is rarely seen today.
It is located on the rear of the cartridge. If it is a rimfire, such as .22 Long Rifle, it is in the folded rim of the cartridge. Larger cartridges, such as the 30-30, are centerfire, and the primer is located at the rear center of the cartridge.

The term .22 LR does not mean long range, it means Long Rifle- a specific size of cartridge. SOME .22 caliber firearms can fire .22 Short, .22 Long and .22 Long Rifle. Others can fire only one. It depends on which gun.

The 264 Win.Magnum is a long action cartridge.
