There are two arguments for doing this- one is that toy guns can sometimes be so realistic in appearance, and so similar in size to REAL weapons, that they can sometimes be mistaken for real guns by the police, who may take foreceful action against any child they see brandishing one at somebody in play.
The other argument is that toy guns can fire plastic pellets or other similar projectiles that can cause injury, i.e. if someone was hit in the eye by one.
