We can't say what is the best ice carving in the Philippines but most of the best ice carvers came from baybay towns of Laguna especially the town of Paete. Other nearby towns such as Siniloan and Pakil also produced good ice carvers. Jerry Morada and Alan Rapsing are among the best ice carver in that town.
Merits of ice carving include the beautiful look of the finished product, and the fact that ice is inexpensive. Demerits of ice carving would be the fact that it does not last. Your creation will eventually melt.
Carving Ice
Margarine carving is when people have a big block of butter and carve it like ice sculptures. They use a butter knife and it can take many hours to complete.
Professional ice carvers use ice specifically made for carving. It is made in a tank with constantly flowing water to produce very clear, hard ice. If you attempt to make a carving block with still frozen water, it will shatter when you try to carve.
