Harvest what? In some countries no farmer harvests or grows anything in the winter because of the frost in the ground and the snow on the ground.
In some parts of the US, this winter most notably northwest Ohio, the fields were so overloaded with precipitation during the autumn that the farmers had to wait for the soil to freeze solid enough for the combine harvesters to run on top. One farmer didn't finish harvesting till February 10th. This can also happen some years in North Dakota.
The harvest moon hepls farmers by telling them the time to harvest. It tells them farming season is over and winter is coming.

The fall harvest is when during the fall farmers would collect the food that they need to save up for the upcoming winter. Nowadays people don't really say harvest anymore, but if you come from a farm farm (like tranditional farm not the grow products kind etc.) then they would use this term (only some of them).Hope this helps~!

It was bad because of the poverty and the war. There was a winter called the 'hunger winter' because many people didn't have food and starved. It was so cold that it was impossible for farmers to harvest. Since they just didn't have food they often ate bulbs.
