The level of democracy in any region is always equal to the IQ of its population. Any attempt to overthrow a Dictatorship in an IQ-deficient region will result in anarchy or war or a decline in culture and education.
The best way is to wait within a dictatorship until IQ reaches a level sufficient for a democracy. This is a more natural and humane way of development.
