The "war to end all wars" was supposedly what is referred to as the first world war, or WWI. It is obviously not the case that WWI ended wars. This phrase, or something like it, started with H.G. Wells, I believe.

World War I was known, at the time, as the War to End All Wars because it was such a large-scale war, many thought that no one would want to have another war again. Quite obviously, the war did not live up to its title.
