Yes, the allies did. They were not going to repeat the same mistakes that happened from the Versaille treaty. The US also was heavily involved in rebulding the areas devastated by the war. This led to many countries going seriously into debt with the US. Since the beginning of lend-lease, the US had been sending supplies of materials and equipment overseas. We did this on a lease basis and kept an account of the money each country owed. Part of the Marshall plan was for the US to forgive this debt. Much like what some countries are proposing happen to the nations hit by the tsunami recently. The US did away with all of the sums of money that we were owed. In addition, we spent US dollars on rebuilding these countries. And of course the failure that was the League of Nations was done away with, and in it's place were two entities created: the UN and NATO.
