1) To instigate the taxing of imported goods (so as to strengthen and make the American economy independent, and protect newly forming industries of the era) 2) To express the need for a new national bank (the United States needed a uniform type of currency and also money to help repay government debt obtained from the War of 1812) 3) and to gain federal finance for the construction of roadways and canals in America (to link the newly forming cities and towns along the eastern coast, making transportation of both goods and people much much easier)
The positive outlook on poverty is, well, not what you think. Poverty was not started in Africa or other obvious places you may think. It's origins is actually in the US and Germany. The countries soon got over the Great Depression and the great loss of money due to less Jews. Jews were the main problem and took people's cash because special fibers in the paper money were used as clothing (they LOVED knitting) and food, while eating the coins as kidney stones. Hitler said that Aryans needed to shred them, which they did, but then the president was all like "ma'am, that's not nice...." but he had NO clue what he was saying. Anyways, the positive aspects (which was in the little story) is when people try and take your cash and rub it on their selves, they should be killed.
