This question relates to the era of the Cold War. After WW2, only the USA and the Soviet Union had the power to be a threat to the world's peace. The USA's treaty with Japan, stripped Imperial Japan of all military power. Germany and Europe were in shambles after WW2. The US, being isolated by the Atlantic and Pacific Oceans, was basically still in tact after the war. The USSR, continued to "occupy" Eastern Europe and had the force to do so.
Prior to all of this, the world did have a "spread" of powerful nations. The UK, France, Germany, Japan, Italy and the USSR dominated world military power and world politics. So yes, only after WW2, was the concept of 2 superpowers a reality, where in the past this was not the case.
