The allies plan was to rebuild it together and share the burden. Originally it was 4 sections since Britain and France had one as well, and disagreements with the allies & Russia, since they wanted their section to be communist instead of Democratic led to mismanagement and an exodus from their section so they put up a wall to trap them from leaving.
