The boys in his choir do vote for Jack to be their leader but to the rest of the boys he is just a stranger. Although Ralph is also a stranger to them he was the one who blew the conch and called them to the meeting. Because of this many of them seem to think that he is the obvious choice to be leader, as he has actually been seen to have made an attempt to organsise things.
The vote was between Jack and Ralph. When all the boys voted they chose Ralph as their leader. :)
Jack Merridew
Ralph becomes the first leader in "Lord of the Flies" because he is charismatic, confident, and possesses natural leadership qualities. The other boys gravitate towards him due to his perceived sense of authority and his ability to inspire hope and maintain order.

In Lord of the Flies Jack had two quests. First and foremost he wanted to be the leader, he wanted power over all of the boys on the island. Jack's second quest was to hunt and kill.
