The vision of the Beast coming up out of the sea is in Daniel's seventh chapter.

The four beasts are identified in The Bible as the four major world-ruling empires in our historical past... and Daniel's future: a lion, Babylon; a bear, Persia; a leopard, Greece; and a "dreadful and terrible beast with great iron teeth" that defies any description of any creature in nature, the Roman Empire.

"...the visions of my head troubled me. I came near unto one of them that stood by, and asked him the Truth of all this. So he told me, and made me know the interpretation of the things. These great beasts, which are four, ARE FOUR KINGS, which SHALL ARISE OUT OF THE EARTH..." (Dan.7:15-17).

These beasts appear again in the end times in John's vision, which he was inspired to write into the book of Revelation.

"And I stood upon the sand of the sea, and saw a Beast rise up out of the sea... and the Beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the Dragon gave him his power, and his seat, and great authority." (Rev.13:1-2)

Each of these "beasts" with their cultures, traditions and religions borrowed from one another as each gave way to the one before, adapting and adopting each other's ways.

The Roman system of government is the basic system of rule whereby the nations of the modern "free world" have governed themselves.

The "sea" is a biblical metaphor for the earth... or the vast multitude of "peoples, nations and tongues" that populate the earth as the grains of sand in the sea.

"...the waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues." (Rev.17:15)

"...though thy people Israel be as the sand of the sea, yet a remnant of them shall return..." (Isa.10:22).

The Beasts are man's governments... and the sea from which they rise are the Satan-guided cultures and societies that spawn them.

Even now, a confused and leaderless global sea of humanity is unwittingly seeking that fourth Beast... the one John saw... that ultimate "one-world government" of men... to arise from the sea one last time. The one global government that they can trust to guide and save them:

"...all the world wondered after the Beast. And they worshipped the Dragon which gave power unto the Beast: and they worshipped the Beast..." (Rev.13:3-4).

The fourth "indescribable" Beast, dreadful and terrible with great iron teeth, is about to "come from the sea" one last time. Daniel saw it in his vision first... and John saw it again... in his vision of the last days. The future just ahead of us.
