Because some animals can't survive on land, so they have to live in water and they have gills so they have to have water!

Some animals, such as dolphins and whales, actually DID live on land at one time, and REGRESSED or RETREATED to the sea. No one knows why. Perhaps it was easier to survive in the seas' waters instead of upon the earth, where it may been very volcanic and warm at that time.

In other instances, perhaps jellyfish could not adapt to land because foraging in the sea was easier for them.
