I would say that a tiny bit would be okay if you warmed it up to room temperature. It wouldn't hurt them, but remember the dog is mostly a carnivore. They love meat and their teeth are made for ripping and tearing flesh off bones. If the dog is starving they will eat a little bit, because they are opportunistic scavengers. Just don't make that the dog's main food source.
