If the person who was bit by the dog was just walking by, then yes, you are liable. However, if they were provoking the dog or coming onto it's/your territory, than you aren't liable.
will not
No dog breed has a bite that exerts 48000 pounds of pressure per square inch. In fact, no animal in the world has a bite that hard. I believe crocodiles have the strongest bite in the world, and among dogs, bite pressure per square inch averages around 320 pounds.
Not really. A dog submissive to his owner normally does not bite his owner. An abused dog, a dog that sees himself as pack leader instead of follower, or a dog that has been pushed to the point that he attacks will bite.
My daughter was bit by a dog and that is what her pediatrician perscribed her. It wasn't terribly bad but it healed it right up.
A black fly bite on a dog appears the same as it would on a human or anything else. It looks like a large mosquito bite, but the affected area will be much more swollen, tender, and red.
The dog bite law can be found in California's Civil Code Section 3342 under which the owner of a dog can be held liable by anyone bitten by their dog who is in a public place, or lawfully in a private place, including the dog owner's property. The owner will be liable regardless of whether the dog has ever bit anyone before and regardless of whether the owner knew the dog had bitten anyone before.
a chained dog
"The dog, chained to a tree, looks extremely sad."
I believe a dog's owner is responsible for the dogsbehavior unless it's stated somewhere on the property that the dog will bite. Then it's your own fault for going on their property and not realizing that dog is nuts

Yes. Anyone can be sued at any time for anything in the US. The person's income level does not have any effect on their liability. If they are legally liable for the dog bite, it doesn't matter if they are homeless or a billionaire.
It would be a terrible idea to bite a guard dog. They bite back, and their teeth are bigger than yours.
