Yes, they can in fact move their eyes. Often it doesn't seem as though they do, because they tend to follow their eye motion with their head almost instantly, and so will be staring directly at you as soon as you see them; but a cat whose head is held in position can be seen to move her eyes.

But cats' eyes are different in many ways, one of them being that their tear ducts continually release moisture without blinking. It stands to reason that cats developed this trait over time in order to be better hunters and evade predators. In the wild, that split second blink could be the difference between eating and starving as prey run out of sight, or living and dying when running from a predator. You cannot see cats eyes unless the light catches them, when the light does you will see a glimse of glowing grees. I looks quite spooky when you see my cats.
