Cow milk is hard for them to digest and they will not do well on it. If you search the internet there are several recipes for home made milk re-placer for pups. It is challenging to bottle raise puppies but it can be done.
I'm not sure if this is what you're looking for but I know that a dog replacement milk is a milk that can be use to give to puppies when the mom can't produce enough milk or when the mom is no longer alive. Puppies are not allowed to drink milk except for this milk.
