Depending on the species it's possible. Dzungarian Dwarf hamsters, short dwarf hamsters, and Russian hamsters are supposed to be Ok.
If they are sisters, from the same litter and have been together since birth, then you shouldn't have any problems.

No it's not. Syrian hamsters are very territorial and need to live alone. If they are kept in a cage together they will fight. As they are relatives they can live together in the same cage for up to 5 weeks. At this age the puppies can get pregnant so must live separately to avoid this. At 5 weeks old they must be split. If you want to keep more than one hamster its best to keep another breed as Syrian hamsters are the only breed that must live alone.
Word of advice, NEVER put two boy hamsters in the same cage. Just putting two in separate cages next to each other can be dangerous.
Dwarf hamsters may not necessarily accept being with another hamster, even if both female. Sometimes they do get along, but if they start fighting, you should consider seperating them into different cages.
it takes time you have to put the boy in the same cage as the girl wait about a week or 2 so they can get used to each other and the boy can get used to the cage then they will mate and it should be fine x
