I think it depends on the show that your at. All breed shows (AQHA, APHA) have their own rules. The best thing to do is get a rule book for the organization you will be showing at.

Even open shows have ruling organizations, for example in California most open shows are governed by the AHSA or CHSA. You can go online to find the most up-to-date rules and regulations.

From my own experience, I have never seen bumper spurs used in western pleasure classes. The norm is spurs with rowells or rounded star-like wheels. That doesn't mean bumpers can't be used, that is just what I have seen.
