Not on a general basis, but I had a cat that would chase people if told him too. He was harmless. Cats can be quite vicious if frightened and cornered, but chasing a human isn't that common.
Actually, most dogs don't. Out of the dogs that I've been through (2) they haven't chased one of our cats. If the dog cats irritated by the cat, it might chase it. Otherwise, the dog and cat can become pretty good friends.
Birds may chase cats to protect their nests or young, as cats are natural predators of birds. By harassing the cat, the birds may be trying to scare it away from their territory to keep their offspring safe. Additionally, birds may also chase cats as a form of defense to prevent themselves from becoming prey.
Humans have a sternocleidomastoid muscle, but cats do not. In a cat, the sternomastoid muscle defines the anterior triangle of the neck.
Not all dogs chase cats, but there are several reasons why a dog would chase a cat. Cats that are let outside usually roam, as they have quite large territories. Dogs, that perceive the house they live in as their territory, might chase off a cat if the dog feels like its territory is being threatened. Some dogs have a higher "chase" drive than others, and will just chase animals smaller than themselves for no other reason than to chase it. These reasons do not mean that dogs hate cats. Dogs and cats living in the same household are often very friendly towards each other.

Any dog could chase a cat ... its a prey drive and how strong their drive is, will determine if they chase ... if the dog grew up with cats, its less likely to treat cats as prey.

Cats do not think humans are cute in the same way humans might find cats cute. Cats may see humans as providers of food and care, but they do not have the same emotional response towards humans as humans do towards cats.
