Like any placental mammal, a cat's water does break but not always in the way you think with humans.

Usually the kittens are delivered in their individual amniotic sac and the mother will tear it open or it will break on its way out of the mother cat, so yes it does break, but not hours before like it might on a human mother giving birth.
