Yes they do if u 2 are really close to each other. I have a dog and every time I am sad she will come and jump in my lap and start licking me like CRAZY! It is SO cool how they can tell your emotions!

Dogs have always been able to understand feelings, some people don't notice that when they're upset their dogs will cuddle up closer or come over and lick your hand, they are extremely capable of reading body language and air tension so when you're upset the tension will be calm and sad. So in answer to the question, yes.
it matters on the dog. curly tail dogs curl their tail up when their happy, and wag it the same time when their super happy. dogs with strait tails just wag it. when they're bored/ sad all dog's tail go down. And when all dogs a scared the tail is between their legs or it's strait as if their sad, but their tail would be stiff.

Neither. Often they don't make a sound at all when they're sad. They'll be calling if they're missing their herd or a friend that was separated from them, or even a cow calling for her calf, but that's only when they're desperate to find what they're looking for, not when they're sad.
