(1) yes dogs wink but not intentionally. they dont know what winking is of course but sometimes their eyes just dont work together. its funny sometimes when i see my dog "wink". (2) I've left the previous answer up, but I am editing this. Dogs wink, as you have probably seen yourself, but do they know the meaning of a wink? Not by our standards, but they seem to have their own. Many people have seen this happen, while others dismiss it as a dry eye, others have actually winked back and have changed the mood of their dog instantly. They tend to get happy, or playful if t'was their nature. Notice that it's looking you in the eyes as if expecting a response after they do it. Try winking back at your dog the next time you catch it winking at you, and see what happens. I personally believe that it's just a conveyance of a simple happy feeling, considering a dog's personality isn't as complex as a humans.

It is acquired because everyone can wink
Because, unlike us, dogs can't use their fingers to itch their eye, they will "wink" to scratch it. Sometimes you may see them wiping their face with a paw, they do this to do the same. Winking can also be out of habit, your pup might just love to wink, wink, wink!
No, foxes cannot wink because they lack the necessary facial muscles to close one eye independently of the other. Foxes communicate through a range of facial expressions and body language to convey their emotions and intentions.
