Because, unlike us, dogs can't use their fingers to itch their eye, they will "wink" to scratch it. Sometimes you may see them wiping their face with a paw, they do this to do the same. Winking can also be out of habit, your pup might just love to wink, wink, wink!

When a dog makes direct eye contact without blinking, it is a threat in dog language. (Which is why you are not supposed to make eye contact with wild animals).

When the dog makes eye contact, but does not wish to be threatening, blinking makes it clear that he means no harm. Thus, a blinking dog is a good thing, because it shows he does not want to challenge you.

However, it can also mean something is wrong with the dog's eye. It is possible that the dog's eye(s) is/are irritated or infected. If you think this is the case, you should call you're veterinarian and consult them for a treatment.
