A turtles claws arenormally in the back because they dig with there back legs and it is easier for them to dig with there back legs, like a dog. I have a turtle myself and have seen it use its claws before they are more like toes or fingers than claws. I could be mistaken because these are just my observations.

Dogs have dew claws on the front legs but this is actually the 1st claw rather than the 5th (think of it as the equivalent to our thumbs). It is found on the inside surface of the leg, slightly higher up than the other claws. It should be trimmed regularly along with the other claws to prevent overgrowth.
