No, not naturally...unless the cat is born with a deformity. Cats need their claws and if you cut them you only need to clip the claw tip off. There are some people that get their cats claws (and consequently, their first toe joint) removed via declawing, but to many this is deemed as cruel and inhumane.

Actually cats have PROtractable claws. This means at rest they naturally retract but must physically protract, or stick them out. There are only two cats I know of with claws that do not full retract at rest. This is the Cheetah and the Asian Fishing Cat. They have semi-protractable claws.

Yes, cats have a nail at the end of each toe. Cats' nails shed a layer, which the cat can pick off using its teeth or by sharpening their claws. Under the portion that was shed, a new nail is already present.
