It's pretty abnormal behavior probably due to deficient or incorrect socialization of the male. Actually, this IS normal behavior. My younger male Boxer does this to our more dominant female. According to what I have read it may be his only way to show his dominance. You can correct the behavior by taking him out on a leash and tugging him away from her, awarding him when he does it.

If the animal ignores the "message," they may find themselves in for a fight. Deer scrape the ground and leave a pile of dirt, then either poo or leave urine in it. Rhinos also do this, and probably many others.
