Most of the dogs (small) I've owned find a broom or mop a foreign object and they generally didn't like the vacuum cleaner either. It's fairly normal. What I did with the mop and broom is put a little ball in front of it (almost like playing hockey, but not so brutal) and gently push the broom against the ball and tell the dog to go get it. At first they may be wary, but eventually they do and then I'd give them a treat, pet them and tell them what a good dog they were. I had one dog that would have nothing to do with the mop, broom or vacuum cleaner no matter what I did, so I'd pick her up and simply put her in another room and not force her. After all, we humans have our likes, dislikes and fears. Try the ball with the broom and mop and if they don't seem to go for it after 4 - 5 tries just put the dog in another room until you are done and they'll trust you on this one and feel secure.
