You can't really wear down there claws. Like all mammals, our nails will keep growing. If they get to long, simply cut them with nail clippers.

Is it safe for guinea pigs wear collars?

no i wouldn't put a collar on a guinea pig because..(toys and cage bars) can get caught and the guinea pig could strangle but putting on a harnnes is a tottaly different thing its when you take your guinea pig out for a walk but they lead you if you pull they could die of suffecation and when you are finnished with the walk you should take it of when putting them back in the cage and 1 thing you should seriously know with harness and collars don't lead them in the streets because they can easily slip out of them

Can you walk guinea pigs?

Yes, you can walk a Guinea pig. You can buy a harness for it at a pet store. However, you should know that wearing a harness and "being walked" is highly unnatural for a guinea pig. In captivity, guinea gigs should be kept with plenty of space. Rocks and rocky ground are good for climbing (which keeps them fit) and for maintaining their claws (wear-out on rocks keeps the claws short and healthy). A balanced diet and appropriate living conditions should be all the guinea pig needs. If it needs walking, something is wrong with its keeper.

What country requires pigs must be provided with toys?

Never heard of a law like that in any country. It is a good idea because a guinea pigs teeth never stop growing. If they have no toys to chew on, they can not wear their teeth down to be healthy.

Can guinea pigs eat timothy hay pellets instead of the grass hay?

As it is edible for them and helps wear down their teeth. People feed timothy hay to guinea pigs that aren't pregnant or young as if you give a normal guinea pig alfalfa hay (which is for pregnant guinea pigs and young guinea pigs), it will be too high in calcium (I think) which is bad for them.
