you could use a powder which is stronger then the spray im not sure what the powder is called but i could find out the hornets are stronger then normal wasps but even if you sprayed them and they don't seem to go away, they will most probaly get weaker and die

While it is not proven that mothballs will keep wasps away, there is evidence that they do. Mothballs also seem to keep small rodents away too.
