We have had a ton of dwarf hamsters over the years. Probably the best way to pet a hamster without it biting you is to pick it up first. It works best if you have some sort of look-out tower that they can climb into so you don't have to reach all the way into their cage, but if you need to, reaching in will work too. Just make sure that where ever you are grabbing him from, you give a couple taps on the side of the cage or tower so that he knows you are there. Mine will jump around a bit with his teeth bared until he realizes that it's just me announcing my presence. Then, it's best to hold him firmly. You can pet him while he's in your hand!
