The only work other than teaching them to allow you to pick, and clean their hooves, is some filing and clipping I saw a Black Smith doing on an older foal. But, I strongly recommend that you call your Black Smith to check and see if anything needs to be done, if you are seeing some extra growth or you are uncertain of what your foal might need, especially if it is a young foal. Now, if you see a problem, you need to call your Vet! Anytime you even suspect an issue with a foal's or young horse's hooves, you should take immediate action. This is their foundation, and what you do now will effect them the rest of their lives. Keep them clean and checked for anything unusal, such as smell, color, growth, and cracks. Do this daily and teach them to let you have their hoof now, easily, while they are young and eager to please.

This is not the best idea, but if a mare abandons her foal, yes, you can hand raise it. You will have to bottle feed and spend most of your time with it. This is very time consuming and hard work but it is rewarding in the end. If you hand raise a foal it will come very attached to you which may cause stubborness as the foal ages.

If you take care of the horse on the day that it has to give birth, but you don't pay for the birthing, the mare will lose the foal and you will lose a karma point. If you do not take care of the horse, it will not age and therefore will not lose the foal until you take care of it. If you do not have enough money for the birthing, you can just leave the horse alone until you raise enough money.
