Your dog may be eating underwear because it is bored my dog went through a similar thing. Tell it off when it does it and get it some toys that you can show it is ok to chew. This worked for me because my dog needed something to entertain it when i wasnt around. Failing that putting some pepper powder on a pair of undies might also help deter it from trying it again. In the end your dog only wants to please you so if it is given a more acceptable chew toy it will probably use it.
