If you do not have to, then do not. Cats are easy to turn into indoor pets by simply avoiding kitty's calls to go out. It is true that cats have an incredible sense of curiosity and just as you would squelch a child's desire to test the deep end of the pool, you can gain the upper hand in squelching a cat's desire to go outside.
It is much healthier for a cat to remain indoors. Cats have weak immune systems and the outdoors provides them with the opportunity to contract many diseases, fleas and undesirable behaviors. On the average, an indoor cat will live about 2-3 years longer than their outdoor counterparts.
Finally, our world is not always kind for cats. There are forms of machinery that will attract a cat only to become the cause of demise. Cats can be somewhat trusting to food-bearing humans so you may lose kitty to a thief. Also, there is a vast presence of cruelty and abuse by humans to our feline friends. Nobody knows the actual root of the high incidence of cruel acts upon cats, or the reasoning in our society that it is okay to harm a cat, but, unfortunately it does exist . . .especially among teenagers and young adult males.

Answers: Once you let the cat out to be outdoor cat, I wouldn't advise letting the cat indoors at all, because it may bring presents (dead mouse on your bed, etc., in my husband's old cat's case), as well as fleas and ticks to live in your carpet which is dangerous also for your kids (and other family members). The best is to keep them indoors, then you'd never have to worry about why the cat isn't returning (or met accident somewhere out there), don't have to worry about feling rabies, etc, as long as your cat's not in contact with any other wild animals, as well as some of the diseases. My male cat is VERY afraid of being outside. I leash my cats and let them out in the front yard because my female cat is VERY curious and always wants to go out to the grass. My male cat's only out there because he's forced to accompany his sister and just sits there and eats grass. (Have to do flea control if you let them out even this much, unless you don't mind some dirt on your carpet). If there's any passing by dogs(leashed) or cars, my male cat will cry and run straight back to my feet or back to the front door of the house, pawing the door to get back in...
If the cat is familiar with the house and knows where it is, the cat should come back to the house for food and water, affection(unless the cat gets it from other people a lot) and to come inside for warmth and shelter. If the cat is killed outside by a car, another animal or a person, there is no way the cat will come back. If the cat gets pregnant(if you haven't spayed the cat), she may wander somewhere to have her kittens. She may return though. Someone could take you cat also if the cat is outside but if you have a collar, that shouldn't be a problem unless someone just wants to steal a cat.

After Those Few Days Have Passed, Take Your Cat On A Lead Around The Block And Show It The Place Your Live From Every Angle. Do This For A Few Days. Then You Can Truly Let Your Cat Wander!

At first, the kitten (or cat) will be a bit frightened and scared once brought into a new home. Comfort him/her by making it feel relaxed and at ease with their surroundings. They know because they are familiar with their surroundings. If your cat is too young(lets say 2 weeks old), then they aren't familiar with their surroundings. If you let your cat out at this age and you think that they know their surroundings, something bad can happen to them like: a person steals your cat, they get hit by a car, etc. I do not let my cat out ever, because of the dangers out in the world. Cats live longer if they are indoor cats. :)
