There are a wide variety of jobs an 11 year old can do to earn money for a horse! There are the standards like babysitting, petsitting, doing housework or yardwork for neighbors or friends, etc. If you want to work around horses, check with your local stables. There is always a lot of work to be done around stables and barn owners often hire young people to do things like mucking out stalls, grooming, feeding, watering, walking and exercising the horses, etc. If you decide to buy a horse, a cheap way to do it is to visit horse rescue centers and auctions. NEVER buy a horse unless you have a knowledgeable horse person with you. A horse can either bring you some of the happiest and rewarding moments or the most miserable (and dangerous) moments. It's also very important to have the horse checked by a vet before you buy. Also remember that the cost of the horse is not the only money you will be spending, so you may have to keep an ongoing job in order to be able to care for your horse. They require feed, supplements, vaccinations, grooming tools, tack and sometimes emergency veterinary care, all of which can be quite expensive. I'm not trying to discourage you. An eleven year old absolutely CAN earn the money to buy and care for a horse. You just have to be serious and willing to work for it. If they are your passion, I'm sure you can do it.
If you work very hard, you'll be able to do it. You could try starting a business (I'm your age & have been trying for years, but only now have I become serious about it). If you are good with horses, you might want to visit a local stable and ask if you could work for a cheap price; or you could ask for free board in exchange for a hard worker! One thing to keep in mind about purchasing a horse is that the expense is not in buying the animal itself; it's the upkeep. Boarding in my area can get up to $1,200 a month. You will also need a vet and farrier and all of it's tack and equipment; it helps if you have a few people who can help out. I did some calculations with a calculator, and if you were to make $100 a week on yard sales, plus $10 a week on allowance, you'd only make about $5,720. It really depends on the boarding. Try having fundraisers, getting friends to help and asking parents for allowance. Good luck with that horse! ;)
It depends on what you want to do with the horse. Choose the horse for the horse, not it's height.
I'm surprised that a horse could live so long. Such an aged horse would be near death and would be worth nothing.
A horse may shed lightly if the temperature rises high enough, but a horse will mostly shed when winter turns into spring. If if the temperature drastically changes more than once a year, then a horse may shed more than once.

yes. as long as she is responsible enough i think its fine. but you need to sit down with her and tell her the responsibilities of her if she gets a horse.
my suggestion is do a yard sale or put up a sign for people to donate money to help you
It depends... On the girl's riding level Disposition of the horse Is the horse trained? If the Girl's a beginner and the horse is calm and trained then that would be good but if the horse is untrained i would not recommend it. If the Girl is a fairly advanced rider I would say the horse would be fine for her. Just remember the horse is young and probably spooky will be a brat sometimes. So keep your patience and hang on tight.
She should be able to as long as she has a place to go, and enough money to pay for it for at least one year.
