I have found two sources that say at least 18 inches off the ground. I have found that my chickens tend to favor the higher roosting areas, so the 18 inches sounds about right (I am preparing to mount my boxes today).

Chickens will quite happily stay inside a fence which is only 3-4 feet high.

The biggest danger is keeping other animals out. Ensure that there is a wire roof on a low cage so that dogs, cats or foxes cannot easily get in.

As far as the chickens are concerned, they don't - they can be on the floor, which is where a chicken would naturally lay its eggs.
