The term "horsepower" is an old-fashioned word for what we now scientifically describe as a watt or kilowatt. There are numerous old definitions of the term "horsepower," so in a way this question can't be answered in terms of "horsepower" without specifying which (obsolete) definition of "horsepower" you mean.

If you simply want to compare a Labrador retriever's strength to other dogs or to horses, we can generally say that Labradors are among the larger and stronger Dog Breeds, comparable in strength to Huskies, Malamutes, Pitt Bull Terriers, etc., and perhaps one eighth to one fourth as strong as a typical working horse of nonspecific breed.
